Integration of climate change mitigation and sustainable development planning: Lessons from a national planning process in Nigeria

To limit global temperature increases to ‘well below 2 ºC’, it is necessary that current national commitments reduce emissions are increased, and these implemented. The identification of local development benefits from climate change mitigation a possible motivating factor achieve this. However, there lack practical examples how priorities can be integrated in planning processes, particularly low- middle-income countries. This work considers two questions i) What the factors have considered when developing plan integrating GHG reductions with goals?; ii) How do you structure process reach consensus about itself?. It does this by conceptualising integration as policy intervention. As case study, improvements air quality human health Nigeria conceptualised, ex-post, an intervention theory model. key identified include importance tailoring context then used allocation budgets. In particular, assessments undertaken within process, emission reductions, implementation pathways provided information on actions contribute priorities. Additionally, structuring processes also engaged stakeholders allow produced informed, acted upon, those responsible for each sector highlighted. Finally, approaches use conceptual framework design ex-ante, discussed, further optimise into planning.
